TO FALL AND TO RISE
Millenium.
A word used to describe the rise and fall of planets. But we use it here for a man. Few of us will face the sheer number of heretics that Elric Nocteun brought to the Emperor's justice.
But if we learn one thing from death, it should be this- the heretic who knows us as human rather than fears us as divine- will be our downfall. Nocteun devoted his life to the betterment of this institution, so that we might rest assured when the enemy sees us, they will tremble.
So if any of you truly wish to honor his memory, it will not be with statues or ceremonies or hymns. It will be with fear. It will be with the tremble in a tithe clerk's hand as he thinks of pocketing a single throne, but wonders if the Inquisition might be watching invisibly. It will be with the commoner who hurries past the mutant, afraid the Inquisition might see their pity as taint. And it will be with the scurrying compliance as noble Lords open their gates to the sign of the Rosette, because they dare not fail to comply.
Hunt silently, and thoroughly. But strike true and loudly. Do this, and the spirit of Elric Nocteun is always with you.
Ave Imperator.
And the warp gazed back...
